I have to choose either MT. St. Helens or Mt. Kilauea. My criteria for the choice is that I have a set budget to spend on implementing controls of them. Which site would you choose to have people settle in and which site do you think is the most ideal to control?

You must decide. Here are a few things to consider:
1. the style of eruption: explosive or non-explosive
2. local resources
3. remoteness of each volcano (island or rugged mountain).
