Is the ash now present at Mt. St. Helens protected by Dept. of Interior?

I imagine that the ash that is within the Mt. St. Helens National Monument is indeed protected - just as the plants, animals, and rocks are protected in all national monuments and parks. However, lots of that ash fell on provate and state-owned land. This is not protected as far as I know.
